Permanent Residency for Wife Moving with Canadian to Canada
This process has changed since Sept 2023.
This description of events is pertaining to the principal applicant being my wife applying as spouse through family class. I being the sponsor will need to produce documents as well.
Our son is a citizen through birth right, therefore we are not really applying through anything for or through him.

My wife and I have been married for two years (together for 5 now, married in our 3rd year together). We have a son who we just completed the application for of citizenship and passport.
I am a born and raised Canadian paying income taxes in Canada still with residency still in tact as I own "property" and have not renounced my residency in Canada.
Now for my wife's PR, I am beginning to collect resources and links, building the accumulation of all portfolio pieces in the event someone else needs similar resources or know how.
Canadavisa.org is a money grab-avoid unless you are lazy or can't speak/read English.
One thing I have read is that her Biometrics need to be done and this needs to be completed through a VAC in the country we are in (China), there are many around the country, we are going to Shenyang in particular though. My wife needed to complete her travel visas to the U.S. and Canada there.
Shenyang is the closest to our current location at the moment. However had I known she would need this, I would have set it up to be done in Beijing while at the Embassy completing my son's application (TIP).
I have recently learned that the biometrics are not necessary if they are already collected by the government for passport or visa purposes-I am hopeful that her biometrics done for her Canadian visa five years ago are applicable.

In regards to the PRTD (permanent residence travel document), I contacted the Beijing Consular (Embassy in China), this is what I was told,

So if the PR is being mailed in from overseas, biometrics are collected after the application and are done at the VAC. But before that my wife is going to need her Medical examination and Police Certificate prepared. The police Certificate will only be valid for 6 months-this could be an issue.
The medical examination locations for applications being created in LiaoNing and Guangzhou are provided in the screenshots below.
